May 24, 2019,“ Notice of the Ports Designated to Download Sands and Gravels from the Yangtze River” by Jiangsu Transportation Department, Jiangsu Development and Reform Committee and Jiangsu Water Resources Department dictates that “Sands & Gravels Exchange Terminal in Taizhou Ports Administration Region is located in general berths of Taixing Qiwei operation area in the upper reaches of Liuwei Cove, rebuilding the facilities into a center for up-loading and down-loading sands and gravels to the amount of 20 million tons when the floating berths in the Zhenjiang Erdun and Wuxi Jiangyin waters are cancelled”and “ the Exchange Terminal  aims to provide hinterland customers with ship to ship transportation of sands and gravels and meanwhile, develop such industries as exchange service, ready-mixed concrete and prefabricated buildings.” (SJJ: [2019] 75) The Exchange Terminal is operated on Hongqiao Warehousing and Hongjin Logistics’ rebuilt ports and yards, meeting the demands from Taizhou and in its vicinity.

It is expected that the price of Fuzhou sand and gravel will be stable in the short term. Hefei market in Anhui Province (Hefei sand and gravel price), the sand and gravel market in the province has been gradually started, the downstream construction progress has been accelerated, and the procurement volume has increased. However, the availability of funds for some projects is not clear, and the supply side is more cautious.
